| Course description: Basic concepts and subject of study. Application of system methodology (hard, soft and fuzzy). Application of systematic methodology
to the postal system. Process organization of postal operator. Grouping work tasks and organizing business processes. Case
study of multiple national postal systems. Concept and features of the postal market (horizontal analysis: relevant markets,
input-output structure, VAT, USO). Natural monopolies (economies of scale and volume). Regulation and protection of competition
(regulatory measures and state aid). Sustainability of the postal network and employees. The Essential facilities doctrine
and network access. Diversification of postal services and sustainable development and looking to the future. Environmental
challenges.
