Course description: The decision-making process in railway. Railway investments. Basic concepts in the investment process. Planning of railway investment projects, identification and quantification of basic parameters. Planning stages of investment railway projects. Structural preparation of railway projects. Project identification, analysis of sales and procurement markets, location analysis, technological and technical analysis, identification of investment effects, quantification of effects. Documentation basis, analysis and synthesis studies. Technical documentation for the evaluation of railway projects. Technical and economic life of railway projects. Evaluation of railway projects. Methodology for evaluating railway projects. Methods for evaluating rail projects. Evaluation of railway projects using the SWOT analysis method. Evaluation of railway projects by multi-criteria decision making. Application of the Analytic Hierarchy Process method (AHP method). Evaluation of railway projects by Cost-benefit analysis (CBA method). Indicator budgets on dynamic rating approach. Benefit / cost ratio, internal rate of return, net present value, relative net present value, payback period. Economic flow of the railway project. Term plan. Choosing the optimal solution for a railway project. Risk assessment of railway projects: sensitivity analysis, risk analysis, acceptable risk assessment, risk prevention. Models for financing railway projects. Sources of funding for railway projects. Structural funds in the function of financing railway projects. Case Study: optimal railway infrastructure project.
