Course description: Basic concepts and subject of study. System approach. General system theory, system methodology and science. System definition,
properties and classification. Historical review, couriers, dealers, etatization, liberalization. Universal postal system
in the environment (socio-economic point of view). Isomorphism and analogy with the transport, communication and public service
(SGEI) systems. Basic views (technological, economic and regulatory) and a holistic approach to the postal system. Regulatory
framework (world, european and national). Universal Postal Network, Transport and Technology (technical-technological unity).
National and European postal system and postal unions. Stakeholders in the postal system. National Postal Administration and
Regulatory Authority. National postal operator and other service providers. Postal services and postal services market. USO
and customer protection. Separation of postal and other related activities (criteria: subject matter, statistical monitoring
and systematic description). Liberalization of the postal market. Postal logistics systems. Financial services. Telecommunications
and other services provided by national postal service providers. Overview of world and European postal operators. Systematic
analysis and synthesis of world and European postal systems in relation to the Croatian postal system (generalization and
classification).
