About the Project
PUMA (Plans for Urban Mobility Actions) is an URBACT IV Action Planning Network that brings together partners from different European countries to improve urban mobility planning in cities and regions with diverse contexts, sizes, and governance structures. The project supports partners in developing integrated, participatory and locally adapted mobility actions that contribute to the decarbonisation of transport, while also addressing digital transition and equal opportunities. The overall ambition is to support cities in moving towards more sustainable, inclusive and resilient mobility systems, aligned with European climate goals, including the target of reducing greenhouse gas emissions by at least 55% by 2030.
Mission
The mission of PUMA is to strengthen local capacities for sustainable urban mobility planning through transnational cooperation, exchange of knowledge and practical action planning. By combining URBACT’s participatory approach with SUMP principles, the network helps partners build evidence-based and citizen-centred Integrated Mobility Action Plans (IMAPs) that respond to local mobility challenges and support long-term climate and mobility transitions.
Vision
PUMA’s vision is to support the creation of human-centred, connected and low-carbon urban mobility systems in European cities and regions, where walking, cycling, public transport and other sustainable modes are prioritised, and where mobility planning is inclusive, data-informed and integrated across sectors. The project envisions cities that are greener, more accessible and closer to citizens through participatory and coordinated mobility governance.
PUMA Baseline Study and Network Roadmap
Download the PUMA Baseline Study and Network Roadmap, which provides the strategic starting point for the network by summarising the partner context, shared mobility challenges, policy framework, and the overall direction of cooperation and action planning within the project. It sets the foundation for the development of local Integrated Mobility Action Plans (IMAPs) and joint learning across the partnership.
